The speech will focus on how the Municipality of Milan is designing and activating policy instruments and strategic frameworks to support the transition toward a more circular and carbon-neutral city. Framed within the socio-technical dimensions of urban environmental transitions, the contribution focuses on Milan’s approach to the circular economy as a tool for reducing climate impacts, resource consumption and waste generation through public governance. Particular attention is paid to the city’s predominant sectors—fashion and design— where materials such as plastics are deeply embedded in value chains, everyday practices and power relations. By combining regulation, incentives, partnerships and measurement tools, Milan positions itself as an urban laboratory for circular innovation, public engagement and just transitions toward sustainable urban futures.
